Given the quality of most blog comments, isn't treating the post itself as more important than the comments a Good Thing? He also apparently ignored my concerns about physical transport of data - the government has repeatedly demonstrated its incompetence in these matters. IMO the "safeguards" he talks about would have to address this part but he doesn't seem to have thought about it or much care, which makes me trust the government even less.
