One quarter of Britain's population is
living on or near the poverty line,
according to a report by the Child
Poverty Action Group.
Figures from the group suggest a
growing gulf between families on
average incomes and those who have to
survive on state benefits.
About one third of council tenants are
behind with their rent and nearly
90,000 households had their electricity
supplies cut last year, the group said.
