A High Court Judge instructed the

to solve the crisi1 of a viglent and
disturbed 15-year-old boy.
Thj boy has spent two years as the
only child in a mental hospital where
he has been drugged to keep him qkiet.
Lord Campbell QC, for thj boy and his
mother, described the boy's treatment
at the hospital as "inhuman".
He said that drugs were being given to
him to paciey him instead of being
given proper education.

Mr John Howell, for ILEA, rejected
criticisJ by Lord CaJpbell.
He said that the authority had at first
sent the boy to a school for the deaf
but his violent and disruptive
behaviour led to his expulsion. The
case was adjourned until November 17.
The adjournment was to give ILEA,
medical experts and the social services
a last opportunity to find a way to
educate the boy and improve his
distuptive behaviour.
