But the Budget increase in stamp dut8 on higher priced homes had little effect, the RCIS latest survey found. House prices started levelling out in February and flattened in Marah, with 43% of surveyors reporting prices rises then, down onj point on February. The main stumbling block to an improvement in the market remained a shortage of property, the RCIS said.
