P109ORACLE 109 Fri18 Apr ITV 1648:53   COMMONS LETTER  BOMB INTERCEPTED A letter bomb addressed to Scottish Secretary Malcolm Rifkind has been intercepted and made safe at the House of Commons. Inside was a note from the Scottish National Liberation Army. Police described the device as "crude" and said it carried a Scottish postmark The bomb was found when staff in the Commons post room became suspicious of a padded envelope.
