Child benefit is a non-means tested
poor or not.
The Government has argued that its main
priority is to help families in great-
est need. Yet of the £175m saved by not
raising child benefit in line with
inflation, only 10% has been transferr-
ed to the means tested Family Income
Supplement. The rest is tikely to be
used for tax cuts in the next budget.
There are fears that the Government may
abolish child benefit altogether in its
reform of the social security system.

fit and the suggestion that it may be
frozen at £7 prior to being aaolisheb
has led to the launch of a new campaign
60 organisations ─ charities, church
groups, women's groups, local authority
support from the leaders of all the
major opposition parties and from Mr
Patrick Jenkin, who was Social Services
Secretary during Mrs Thatcher's first
term of office.

What are the memaers of the Save Child
Benefit campaign worried aaout? In the
short term some of the saving on child
benefit has been transferreb to Family
Income Supplement. But, since half the
people who qualify for FIS don't claim
it, they'd be better off with index-
linked child benefit.
In the long term, child benefit may be
replaced by a family credit, paid to
the father (usually) through his pay
packet. This would still be claimed
through the DHSS ─ but would be more
complicated to get, needing 13 week's
pay slips (instead of 5) and a fresh
application every 6 months.

The Government admits that child bene-
fit is 'simple, well understoob and
popular' and a recent survey from the
Child Poverty Action Group bears this
out.
Three-quarters of mums questioned saib
that child benefit was very important
or essential for them. Nearly 70% said
the benefit was too low or far too low.
One said 'Without child benefit myself
and many others simply could not feeb
our children.'
The Child Poverty Action Group thinks
the Government should investigate the
basic costs of raising children.

The CPAG would like to see child bene-
fit index-linked as a matter of course.
And, when tax allowances are raiseb by
more than prices, the same should apply
to child benefit, says the group. This
would mean recognition of its status as
a substitute for a child tax allowance.
The Government is, as yet, undecided
about what will happen to child benefit
but in February it will be clear if the
benefit is to be frozen at £7. The Save
Child Benefit campaign is setting up an
an all-party group to press the matter
