Since the Enterprise Allowance Scheme began in 1982, more than 120,000 people have used it to take the plunge from unemployment to self-employment. Now with a £31m boost, the Manpower Services Commission hopes to help 80,000 in the year from April, compared with an expected 62,000 this year.
