P521ORACLE 521 Mon 3 Feb C4 1713:53   NO CHANCE OF OIL  DEAL, SAYS YAMANI Saudi oil minister Sheikh Yamani says he sees no chance of a quota agreement between OPEC and oil producers outside the 13-nation cartel. In a statement to the Arabic-language newspaper Okaz he said: "I don't believe OPEC by itself can cut output low enough to maintain prices." Contacts with non-OPEC states such as Britain and Norway had "not yielded any positive results". A cartel committee was meeting in Vienna today to discuss output quotas.
