PM: TOUGH CHOICE BEFORE TAX CUT
The Prime Minister has given a blunt
warning that tax cuts could not be
delivered without the Government making
"ruthless" spending decisions.
He pledged schools would be top of the
list of priorities but warned the £85bn
social security budget could be hit.
